Elizabeth “Liz” Rowe has proven to be a results driven, customer-focused leader of Information Management, Governance, and Master Data initiatives. She is a strategic thinker and facilitator, and has been the driver of complex enterprise-level information governance and data quality projects through Fortune 100 and globally matrixed organizations, across multiple functional areas and hierarchies. Liz is now applying her expertise to State government as the first Chief Data Officer for New Jersey, a member of the pioneer wave of CDOs in government. She is tasked with developing enterprise strategy for information and data management across the Executive Branch. Her main focus is to drive consensus regarding Information Governance for Agencies to manage data, based on continuously evolving best practices; and collaborating with Agency leadership to use data management to improve services to citizens. Prior to joining the State of New Jersey, Ms. Rowe provided the vision and direction for the development of enterprise-level information standards; the design of integrated and coordinated data management processes across multiple functional areas, including: data acquisition, storage, transformation, delivery, access and control, knowledge management, governance; the evaluation and selection of the associated tools and technology; and the structure of the organization required to support and maintain enterprise information governance. Liz brings to State government her years of industry experience with Global Standards, Consulting, Healthcare, Foodservice, Distribution, Oil and Gas, Investment, and Insurance. Ms. Rowe is a founding member of the isCDO the International Society of Chief Data Officers; and a founding member of two working groups within NASCIO, the National Association of State Chief Information Officers; Privacy and Data Protection, and Data Management Strategy. Liz is also a co-author of the NASCIO Data Strategy Group’s inaugural Executive Issue Brief, “Data: The Lifeblood of State Government.”
